My original problem with occasional 'compiz lag' was due to the poor performance of the 'On Demand' feature that is default with cpu scaling. I did a sudo dpkg-reconfigure gnome-applets after i placed the cpu speed applet on the panel. That allowed me to turn up the juice and i haven't had a problem since. My bug should be removed.
