Yes, if you put "-vmargs" inside any env variable, you'll have 2 times "-vmargs" (as you can see in the first trace). The /usr/bin/eclipse shell launch eclipse with -vmargs [snip - a lot of args here] ${VMARGS}. So this is not a bug.
