I'm experiencing this too. I have a Hardy beta system, upgraded from
Gutsy. The default keyboard layout is USA, and I configured Romanian as
a secondary layout.

After a reboot, I try toggling between USA and Romanian, either by
clicking on the keyboard indicator applet, or by pressing the defined
shortcut. The indicator applet changes, but the layout is still USA, no
matter what the applet shows.

If I go to Keyboard preferences, remove the Romanian layout and add it
back again, it all works - I can use the Romanian layout. It continues
to work until the next reboot.
