Public bug reported:

I have tried all the howtos and suggestions on ubuntuforums.org, and
I just cannot disable the touchpad.  xorg.conf is attached.  BTW, I 
tried "on" "On" "true" "True" and others because that
info available is ambiguous.  I tried gsynaptics, syndaemon, synclient
and all report an error that SHMConfig is not enabled.

Laptop:  Dell C610
Problem in Gutsy as well all versions of Hardy so far.
