A very similar issue has been fixed in libpam-tmpdir version 0.07-1 (see http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=355205 and http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=332466 for a possible duplicate). Does this problem still occur with that version of libpam- tmpdir in Ubuntu? libpam-tmpdir 0.07-1 is available in Ubuntu starting from Feisty.
