According to the changelog these were dropped since you can do the same with the graphical frontends. Doesn't the KDE Print Manager allow you to enable sharing?
cupsys (1.3.6-1) unstable; urgency=low * Drop enable{sharing,browsing} and {sharing,browsing}_status scripts.
