Public bug reported:

shortcuts set via System - Preferences - Keyboard Shortcuts seem to use
keycodes instead of the actual characters.

I've set CTRL-ALT-x to opening a terminal in qwerty, when switching to dvorak 
it uses the CTRL-ALT-q as shortcut (q is on the same spot as qwerty's x)
Same happends for other shortcuts listed in that menu.
