I submitted this bug so long ago and completely forgot about it after having resolved it. It was caused by the odd combination of add-ins i was running at the time and was resolved be removing them one by one until the menus were displaying properly again.
I forget which add-ins I was running at the time and which ones were conflicting to cause the issue or I would post an update.
