Actually, it shouldn't. According to the Ubuntu packaging guide (http://doc.ubuntu.com/ubuntu/packagingguide/C/basic-scratch.html), only packages that are directly required should be depended on. Umbrello runs fine without khelpcenter, as such it shouldn't be listed as a dependency. The guide also states however that you could add such packages as "Recommended packages", and if you look carefully at umbrello you will see that it does indeed have khelpcenter as a recommended package.
