Public bug reported:

When you open gnome-app-install, sometimes it will warn you the database
of programs is out of date. It will then ask you to reload the database.
If you choose that, it will ask for your password.

Why? Update-manager updates every now and then, and doesn't require my
password. It doesn't feel logical.

Suggested priority: very low.

I hope this is easy to fix, for example by having update-manager reload
the database.
