So what's different between your system and mine?

What does strace show the backend is doing during this time?

I note that if I have my bluetooth interface disabled, the bluetooth
backend returns immediately.

I don't think 10 seconds is too long to wait for network discovery here;
but of course, that's not currently how long it's taking for you.
