I can confirm now this is reproducible with a default upgrade. Steps to reproduce:
1. install Ubuntu 6.06 (dapper) from the live CD. 2. Update daper to latest dapper packages and reboot. 3. Upgrade to edgy using "update-manager -c -d". 4. Reboot. 5.
