I've just noticed the same behaviour in the edgy installation program
(selecting the partitions and their mount points).

I guess this is just default policy of some GTK widget. Weird. 
This makes the bug slightly debatable. Although this default behavior is still 
ugly and illogical. 

You notice it in its extreme in Gaim because the status-button is at the
bottom and the default status is available (the first option of the
list).
