Adding a little bit more context here: We don't regard plugins as configuration. Therefore, they should not go under $XDG_CONFIG_HOME (~/.config). Rather, they are data, and so go in $XDG_DATA_HOME (and $XDG_DATA_DIRS, for systemwide installs).
