The package is broken, does not allow the installation and operation of the 
package itself.
Debian was felt with the proposal to use the fix above attached.

It's possible patch it in debian/rules changing:
require("/usr/share/php/smarty/libs/Smarty.class.php");  to 
require("/usr/share/php/smarty/Smarty.class.php");
