~/bin is most definitely universal; google hasn't even heard of your ~/shs. Not to mention there would be no reason to make it an executable-directory specific to the contents of the executable. It would be rather counter-unixey.
Case and point, - git installs to ~/bin. Half of the files are scripts; the other half are executables.
