This bug was reported at gnome almost 2 years ago. Still it is present in Ubuntu. At least 2 version are affected: 7.10 and 8.04. I suspect 7.04, 6.10 and 6.04 have this problem as well (based on the date the bug is reported at gnome).
The gnome bug talks about fixing it for gnome 2.14, 2.15, 2.16, 2.18 and 2.20. Ubuntu 8.04 uses 2.22 and the bug is still present. The duplicate bug here states that not only "ghelp:gnome-feedback" is not working, but "ghelp:fdl" and "ghelp:gpl" fail as well.
