Public bug reported:

By default, Ctrl+MouseWheelUp decrease the text size and
Ctrl+MouseWheelDown increase it.

But in every games like "strategic games" or drawing application by example, we 
have:
- MouseWheelUp for a Zoom IN
- MouseWheelDown for a Zoom OUT

For me a Zoom IN means "increase text size" and Zoom OUT means "decrease
text size"

To fix this in about:config
mousewheel.withcontrolkey.numlines = "-1"
