Binary package hint: emerald
it should be consistent with gtk-window-decorator metacity and probably
the kde window decorators as well as what people are used to from
windows and so it should do maximise by default.
problem exist on gutsy and hardy with default settings. very easy to
change in emerald theme manager. not easy for someone new to ubuntu.
easy fix hopefully.
easy way to add consistency to ubuntu and make it feel more polished for
the average user.
