As far as I can tell, what you are experiencing is no bug in Ubuntu or Firefox.
When you are on Windows, you connect to some local HTTP-server which Windows started for you. As there is no IIS on Ubuntu and it does not have any webserver started by default, it is no wonder that connecting to localhost fails for you. There simply is not anything the browser could connect to.
