I haven't tried if it works correct on my laptop yet (haven't had time to update kdebase yet), but I needed to move the panel on my 64 bits AMD X2 system, also running Kubuntu 7.10, but the 64 bits version. The same happened there, kicker crashed and the panel disappeared. Updating with Adept Manager didn't help, so your correction is not active there. As for my laptop, I had to locate kickerrc under my home directory and delete it. Restart brought the panel back. But that was my way to fix the problem ....
