Hi, I added /usr/lib/kde4/bin to the beginning of the /etc/environment .
Now when I type konsole in kde3 in the Alt F2 Run dialaog, it does nothing. Although as soon as I finish typing konsole it shows konsole icon in the run dialog box though. Further, when I open up xterm and then type in konsole, it opens up the kde4 konsole. Before adding the path you suggested, when done from xterm, it used to open up the kde3 konsole. So it seems the problem is with the Run dialog using a wrong path. Where does the Run dialog read the PATH variable. Somehow it is sourcing a kde4 PATH somewhere.
