I just tried booting both Gutsy and Hardy without anything in the drive
bay, and then inserting.

With Hardy, NOTHING happens. I can insert, remove, insert, remove, who
cares. NOTHING happens. It does not recognize that I have put a drive
into the bay.

With Gutsy:

  # lshal -m

  Start monitoring devicelist:

  # udevmonitor --kernel --udev
udevmonitor will print the received events for:
UDEV the event which udev sends out after rule processing
  UEVENT the kernel uevent
