Register French dictionary for fr_CH and fr_LU, as it does already for
fr_BE and fr_CA

This is not a new feature, but a fix to the Swiss French and  and
Luxembourg French language support. Without this fix, Ubuntu users from
Switzerland and Luxembourg don't have out of the box spell checking in
openoffice.org altough the French dictionary is installed. They are
forced to set up openoffice.org to use the French (France) dictionary by
default and documents made using Microsoft Word in these countries are
opened without spell checking.

This is a low-risk change.
