Thank you for reporting this, and for helping to make Ubuntu better.
I've re-assigned this to the Cheese package, since that seems to be the
program that is at fault here, and we can bounce this up to GStreamer or
the webcam drivers if it turns out that it's not a problem in Cheese.

In order to determine whether this is a problem in Cheese or something
else, can you try your webcam with some other programs and see if it
looks good there?  You could try the xawtv program, or test GStreamer
with the "gstreamer-properties" command, going to the "video" tab, and
hitting the "test" button next to the video input drop down.

Additionally, did you have any effects enabled in Cheese?  One of the
effects makes the video red, so this may just be a mistake on your part.
It's not immediately obvious how to disable effects in cheese - you need
to hit the "effects" button, and then either press the "no effects"
image, or deselect each effect you have enabled by clicking on it.  The
enabled effect images will have a blue tint.
