This is a problem on hardy currently. I don't know if it should be defaulted to each screen because with the usual background art stretched looks ok.
The issue also seems to be that an extra background is drawn on the display with the login which is redundant and a waste of resources on slower machines. When you set it to show on individual screens I'm still not sure that the primary screen isn't drawing it's own on top again. I can't change the background anyway with the Login Manager settings in System Settings so I can't really test what's wrong it seems like.
