Have you set your monitor on System->Administration->Screen and Graphics?
My refresh rate is also 50 hz. :( And I can only choose 50, 51, 56 hz. :( Can't put it to 85 or 100 hz. :( I haven't noticed any tearing artifacts in Compiz though.
