I'm running Gutsy/7.10 + all patches/updates. apt-cache show gnome- system-tools shows version 2.20.0-0ubuntu2 and 2.20.0-0ubuntu1. I can't take a screenshot of the issue because when I hit print screen (or alt+print screen) while the "type address" field is active and awaiting my input, it seems to close the active field first, then take the screenshot, then show me the Save Screenshot dialog box. Therefore, all my screenshots only show the list of DNS entries, not the active field waiting to be edited. Maybe that would qualify as another bug, as it should be taking a screenshot of the screen as it is when the key is pressed.
My screen resolution is 1440x900 and I'm not sure if that has anything to do with it. I too see a scrollbar to move up and down but it's already all the way down and can't go any further, and the input field is still below the visible part of the "DNS Servers" box. If I stretch the height of the dialog box itself, then everything is fine.
