Does everything work for you, if you move the file
/etc/modprobe.d/toshiba_acpi.modprobe away?

I'm inclined to just drop this modprobe config file from acpi-support.

For reference:
$ cat /etc/modprobe.d/toshiba_acpi.modprobe
options toshiba_acpi hotkeys_over_acpi=1
