A vanilla 2.6.24.2 kernel compiled with pmac32_defconfig DOES do the cpu scaling with this fix. However the current hardy kernel (2.6.23-7-powerpc) does not allow for scaling. So looks like the kernel config is not correct. Should I make a new bug report?
