We found a suboptimal work-around to this:

d-i preseed/early_command string modprobe -r usb-storage

Ideally udev could be modified to handle this more robustly. I would not
consider this bug closed until some other less-hackish solution exists,
since this approach is akin to using a sledgehammer to put in a mounting
nail into a sheetrock wall.
