My understanding is that the feature was disabled because of the problem that Gustavo had mentioned: previously, the keyring didn't unlock automatically at login, so if you saved your password, whenever you started evolution it would ask for the keyring password, thereby making saving the password less attractive.
Migrating would be nice, since even after the user would re-enter their passwords, the old unencrypted password file remains.
