Actually, that was not sufficient; I still had a ghost row underneath
the proper workspaces in Compiz.  Briefly switching to Metacity, by
disabling desktop effects in Appearance > Visual Effects and changing
the workspace switchers prefs in Metacity to display all workspaces in
one row got rid of it when I enabled desktop effects (i.e. Compiz)
again.
