I ran:
cdebootstrap -f minimal hardy ./hardy http://free.nchc.org.tw/ubuntu
The process ran smoothly. However, some essential files are not installed, for 
example,
upstart, udev, system-services...

Same problem when I ran:
cdebootstrap -f build hardy ./hardy http://free.nchc.org.tw/ubuntu

Those files are only installed with "-f standard", i.e.:
cdebootstrap -f standard hardy ./hardy http://free.nchc.org.tw/ubuntu

IMHO, 
upstart, udev, system-services are essential files, so they should be installed 
even in flavour  "build" or "minimal".
