Sorry, once more.
ENABLE_LAPTOP_MODE (without the x?) was also mentioned in this bug report:
https://bugs.launchpad.net/ubuntu/+source/laptop-mode-tools/+bug/95247
Still, I wouldn't call this one a dupe.

** Description changed:

  Binary package hint: laptop-mode-tools

+ This is on gutsy.
  To use laptop-mode for my desktop machine (to spin down the harddrive) I set
"ENABLE_LAPTOP_MODE_ON_AC=1" in "/etc/laptop-mode/laptop-mode.conf". But I
still had to "touch /var/run/laptop-mode-enabled" to actually enable
laptop-mode.
  As a workaround I commented lines 32-34 in /etc/init.d/laptop-mode, as
$ENABLE_LAPTOP_MODE (why the x?) was not set:
  #if [ x$ENABLE_LAPTOP_MODE = xfalse ]; then
  #   exit 0;
  #fi

  With this setting it now works for me, but I guess this might break some
  other setting (perhaps on laptop systems where AC is actually plugged
  and unplugged or some other situation - I guess the test is there for a
  reason ... )
