Thank you for taking the time to report this bug and helping to make
Ubuntu better.  Looking at the log file:

DEBUG no {ubuntu,edubuntu,kubuntu}-desktop pkg installed

You don't seem to have one of the required desktop meta packages
installed, because of this the upgrade failed.  After reinstalling the a
meta package you should be able to upgrade to Dapper.  Please give that
a try and let us know what happens.  Thanks in advance.
