Further clarification: the Dutch keyboard needs the layout "US International (with dead keys)" because there are many words in Dutch with accents on the characters. Like ë, á, è, ï, ö. You catch my drift....
The layout "US International (with dead keys)" should therefore be the standard installation choice for Dutch users. Dutch programmers who dislike dead keys because it interferes with programming, can always make a different choice. But the mainstream Dutch user really needs the layout "US International (with dead keys)".
