Public bug reported:

Discovered while testing the RC for Ubuntu Server 26.10 (stonking) for
Raspberry Pi: on first boot, the wlan0 device now appears (it didn't in
the beta due to another issue, hence why we're only seeing this now),
but fails to configure on first boot (tested on Zero 2W and 3A+ which
only have wifi interfaces)

This doesn't appear to be down to missing firmware: on subsequent boots
(once netplan configuration is present under /etc) the wlan0 interface
comes up and operates normally. The firmware is also present within the
initrd. Initially I suspected this might be dracut skipping wait-online,
but I tested again with "rd.neednet" in the initial kernel command line,
which causes dracut to perform wait-online during the initrd and once
again wlan0 failed to configure during the first boot.

I haven't had time to dig further into this yet, and I'm not even sure
this is a cloud-init bug -- this is just my best guess at the moment
(given it doesn't *appear* to be firmware or initrd related)...

** Affects: cloud-init (Ubuntu)
     Importance: Undecided
         Status: New
