Public bug reported:

[Impact]

The TCP traffic test can fail intermittently on slow runners, including
s390x. Newer Ncat versions may exit when the listener closes its write
side before the sender finishes reading its input. These failures can
block package migration and SRU verification.

[Test Plan]

1. Run the OVN kmod autopkgtest on Resolute s390x with Ncat 7.98, selecting
tests 272 and 273 using TEST_LIST="272 273".
2. Repeat with the patched package.
3. Verify both tests complete successfully and the received files match the
original payloads.

[Regression Potential]

The change only affects test commands. Different netcat implementations
could behave differently when handling EOF. The existing file
comparisons continue to check that all data was transferred correctly.

[Other Info]

The fix uses the existing NC_EOF_OPT variable for both senders. The EOF
issue was reproduced locally with Ncat 7.98, and the corrected sender
behaviour was verified with Ncat 7.94 and 7.98.
