Public bug reported:
Molly-guard breaks all forms of shutdown and reboot on Ubuntu Resolute
(and I *suspect* all other dracut-based distros, but I have not tested
that.) I believe it is the same issue discussed in Debian here:

slightly different work around for Ubuntu, detailed below

Expected behaviour:
issuing a reboot/shutdown reboots or shuts down the computer
Actual behaviour:
Reboot runs to the end, then logs `E: not a regular file: ` and drops to a
recovery shell. Attempting to issue `reboot` or `shutdown` from there repeats
the error (but issuing a ctrl+alt+delete) performs a reboot
Root cause (suspected):
Dracut installs reboot/poweroff etc into the initramfs, which is the
molly-guard symlink (as `/usr/sbin/{shutdown,reboot,poweroff,...}`), but does
not include the
`/usr/sbin/{shutdown.no-molly-guard,reboot.no-molly-guard,poweroff.no-molly-guard,...}`
files it needs in order to actually reboot the system. When shutdown switches
to the initramfs at the end, it cannot find the binary to actually perform the
final action on the system.
Work Around:
Create `/etc/dracut.conf.d/20-molly-guard.conf`, with the following content:

install_items+=" /usr/lib/molly-guard/molly-guard /lib/molly-guard/molly-guard
/usr/sbin/coldreboot.no-molly-guard /usr/sbin/halt.no-molly-guard
/usr/sbin/poweroff.no-molly-guard /usr/sbin/reboot.no-molly-guard
/usr/sbin/shutdown.no-molly-guard "
```
and then run `dracut --regenerate-all -f` and reboots/poweroffs etc start
working again.
