While this is expected behavior, as all other identification is being wiped, this process leave orphaned members in raft cluster. With some time this may result in unexpected behavior as unreachable orphaned nodes may outnumber valid cluster members in quorum. This patch proposed to drop any members with matching IP in the cluster, except (self) right after the node is re-joined to the cluster.
