The whole point of the Debian/Ubuntu specific patch is to not run this daemon as root, and also to allow it to be in the lpadmin group. Introducing a new daemon running as root defeats the purpose of the patch. Perhaps we should investigate dropping it completely and putting the root user in the lpadmin group like Fedora does.
