Marking this as Won't Fix for now.

We have confirmed this is happening, but because rustc-1.91 actually
vendors LLVM, package functionality is fully preserved even though the
suggested llvm-21 is unavailable on Noble.

Given that this is solely an issue with the package metadata (the list
of suggested packages) and doesn't impact usage, we don't believe it
justifies the overhead of an SRU at this time.

However, if this incorrect suggestion is actively causing friction or
problems for your specific workflow, please let us know in the comments
and we can definitely re-evaluate.
