Marking this as Won't Fix for now. We have confirmed this is happening, but because rustc-1.91 actually vendors LLVM, package functionality is fully preserved even though the suggested llvm-21 is unavailable on Noble.
Given that this is solely an issue with the package metadata (the list of suggested packages) and doesn't impact usage, we don't believe it justifies the overhead of an SRU at this time.
