You need to perform a test using do-release-upgrade, that's what most
users will do. Please amend the test plan with such a test to verify the
release upgrade does not regress (no need to show that it failed
before).
Also, changing dependencies is never a low risk scenario, specially on a
release upgrade, because it will affect ordering in a large transaction.
I will accept this upload before seeing the new test plan, but this is
needed for release to updates.
