Correction / update: the fix is not only in 3.6.x. It was backported to branch-3.5 upstream and released in OVS 3.5.2 (2025-08-29), roughly a year ago. Current stable releases on that branch are 3.5.3 (2026-02-11) and 3.5.4 (2026-03-31).
The Cloud Archive for OpenStack 2025.1 (epoxy) still ships openvswitch-switch 3.5.1-0ubuntu0.1~cloud0, which predates the fix (3.5.1 was released 2025-06-02). So this does not require moving to the 3.6 series or to a newer OpenStack release: an update of the epoxy package to a current 3.5.x, or a targeted backport of the single commit, is sufficient.
