diffutils 1:3.12-1ubuntu1 fails to build from source in stonking.

Regressing architectures (built before, fail now): armhf, i386.

Diagnosis (deterministic matcher): testsuite-failure — dh_auto_test: error: 
make -j8 check TESTSUITEFLAGS="-j8 --verbose" VERBOSE=1 returned exit code 2.

Root cause (debug-build): The y2038-vs-32bit test creates a file with a
year-2039 timestamp, causing the host's 32-bit coreutils (chmod/rm) to
fail during teardown with 'Value too large for defined data type'
(EOVERFLOW).

The failure is an environmental issue with 32-bit coreutils (chmod/rm)
not supporting 64-bit timestamps in the buildd chroot, which cannot be
fixed with a simple diffutils code patch.
