The python3-gnocchi package is currently failing to build in the Caracal
UCA because of the following:

The python3-markupsafe package is not currently carried in the cloud
archive so the build reverts to 2.0.1-2build1 from jammy/main.
Also the version of python3-werkzeug currently look like:

in bobcat-staging".
So I suppose the best thing to try first here is attempt to backport
python3-markupsafe 2.1.5-1build2 from Ubuntu Noble and make sure
python3-werkzeug 3.0.1-3ubuntu0.2~cloud0 gets released to the Caracal
UCA.
