At first I thought that was related to the earlier user creation
mechanism (which we backported to 24.04.4) but it actually isn't. I also
thought 24.04.4 was affected but it isn't.

What changed was that `lxd` was replaced by `users` in `user-setup`
starting with ubuntu/noble. See bug 1949115.

That said, Subiquity 24.04.x are core22 snaps, so we're using the old
list of groups from `user-setup`.
