At first I thought that was related to the earlier user creation mechanism (which we backported to 24.04.4) but it actually isn't. I also thought 24.04.4 was affected but it isn't.
What changed was that `lxd` was replaced by `users` in `user-setup` starting with ubuntu/noble. See bug 1949115.
