Public bug reported:

libheif 1.23.3-1 is stuck in Ubuntu stonking
proposed-migration because its migration causes the autopkgtest for
rust-libheif-sys 5.2.0-1 to fail on amd64, amd64v3, ppc64el, and s390x.

This regression needs to be resolved before libheif can migrate to
