`apt changelog language-pack-{,gnome-}{en,zh-hans,zh-
hant,fr,es,el,ru,ar,ja,ko,de}{,-base}` shows only one entry marked
"Initial release."

Browser on any OS looking at The Resolute Raccoon (current stable
release) on Launchpad.
2) The version of the package you are using
Multiple, see below
3) What you expected to happen
One one package version, at least only one per Ubuntu release, should
claim to be the "initial release". Other packages like shown at `apt
changelog vim` will have a changelog entry like "No-change rebuild" for
the bare minimum of changelog. This allows the release date to be
trusted.
4) What happened instead
Expand the 2 items under The Resolute Raccoon (current stable release)
at https://launchpad.net/ubuntu/+source/language-pack-en to see:

See that "Initial release" appears twice, which is logically impossible.
The only Ubuntu releases on that page to have something reasonable e.g.
"Automatic update to latest translation data." are bionic and xenial.
